That rulebook angle matters because the market is still deciding whether U.S. crypto plumbing gets built by Congress, agencies, or a very tired intern with six tabs open. The policy kitchen is busy; the chart still has to pay its own bill.

Technically, this is breakout digestion with repair-first behavior. BTC and ETH migrated yesterday's repair gates into today's support tests, but neither has turned the next ceiling into acceptance. Constructive, not "ape first, read later."
